I have 2 problems with my i7 4790k.

It runs too slow for his supposed speed. (Cinebench15 score of 759 while I set an OC to 4,6ghz, while the STOCK 4770k runs at 822). I have set Windows 10 to high power mode, the BIOS is up to date, there were no background tasks running while testing. Also I have done a reset of the BIOS via removing the battery for a while.

He runs too hot. (No, no thermal throtteling tho) I have a custom water cooling loop and yet the CPU goes straight to 65°C in Cinebench (Water is at 35°). Also the CPU is delidded with liquid metal. Other people have temps of max. 50°C while using the same CPU.
Can anybody help me? It really bothers me, because I bought a GTX 980ti and it seems to be bottlenecked by this CPU.
