Hi Reddit, I build a recent computer (Ryzen 1600, RX 580, 32GB RAM, 1 M2 Samsung 960 SSD, 2 other SSD drives).
Description of problem
Since fairly recently, I am experiencing an issue where everything goes to a crawl, the mouse starts to lag really hard on screen, applications will straight up freeze for about 10-15 seconds and then it returns to normal. This happens whether I'm just using firefox or playing League of Legends, or just about doing anything. There's no consistent pattern, but sometimes the only thing to fix it is a hard boot.
I did upgrade my RAM from 16gb to 32gb (4 sticks) a few months ago, if that makes a difference, but this issue only happens recently so I don't think thats it. I ran the windows 7 hard drive check tool and it returned everything is well, so I'm slightly at a loss to what the issue could be. I've backed up all my important documents and info just in case its a failling hard drive. I'm looking for suggestions to what the issue could be, or if someone experienced this before. As I've said, its recent so I don't think its hardware related changes, and I haven't done any recent installs, service pack upgrades, etc (any real major system changes aside from the extra RAM and SSD I added a few months back).

None, it seems to happen randomly no matter what I am doing. Sometimes it makes my PC so slow I need to do a hard boot to get it usable again.
What I've tried so far to resolve the issue
Open case, check that fans are working, check CPU temps, run Win 7 hard drive diagnostic tool. Have run virus scans too (BitDefender), no viruses found.
