Description of problem
On a variety of programs, such as video rendering programs and games like STALKER: Shadow of Chernobyl, Just Cause 3 and Counter Strike: Global Offensive, the rendering speed and fps (respectively) dip. In terms of video games, the fps of Just Cause 3 will go from 45fps to 8fps for around 30seconds, it may be like this for upto 45seconds. I believe it may be the GPU unable to handle the programs for a sustained period of time, but the issue begins to occur mere minutes into the launch of the application.
When this issue began
This laptop is around a week old. It began when I loaded up the first program I installed (Counter Strike: Global Offensive)

I only have to launch an executable that uses the dedicated GPU for this issue to occur.
What I've tried so far to resolve the issue
I have tweaked many of the "NVIDIA Control Panel" options, I have the drivers for the graphics card, I have gone on a few dozen community made guides, with users suffering from an issue that sounds similar to my own, but it has not changed my situation, for the better or worse.
