This happens to me a lot, and I am wondering if there's anything I'm doing (or could be doing) to fix the problem.
Here's an example from something that just happened. I was trying to watch this video, which has a highest quality of 720p.
Once the video started playing, it went about 5 seconds in before it hit buffering. The quality immediately dropped down automatically to 240p. When I clicked to go back up to 720p, it did, but started sitting there buffering.

When I clicked on it, I was taken to a quality report which stated that I'm on a "Youtube HD Verified" network, which "should expect smooth playback most of the time when watching high-definition Youtube Videos (720p and above).
Still dealing with the buffering, I decided to run a speedtest. Doesn't look like any problems there.
So, what the heck is going on? Is Youtube throttling smaller content providers? Is it my ISP? Is it my machine? I have a first gen i7 processor in this thing, so it's around 8-10 years old. Is there an issue with the processor trying to process HD content that it can't handle?
This frequently happens, especially with smaller channels. Like a 20 second 1080p video from /r/roadcam will buffer 3 seconds in and auto drop to 144p. It's infuriating.
I should add, this never happens with Netflix or any other premium provider like that. It's only Youtube (and maybe Vimeo I think).
